Why Don't I Have Multitasking on my Third-Generation iPod touch?

I've expieninced this problem on a friends iPod touch who is currently updating to iOS 5 as i type this review. but this article helped a lot in answering my questions.

We're just demonstrating the multitasking functionality of iOS with that screenshot.

If he wants, he can use redsn0w and select his firmware, then select (optionally Cydia) battery percentage, home screen wallpapers, and multitasking. I enabled everything except Cydia and multitasking on my cousin's iPod Touch because she's new to the platform. That way, they don't have to e-mail me for help. I just enabled the basics, not the experienced user stuff.
