If you don't want to have a yearly subscription fee, you can create documents on iPads and iPhones for free using Documents https://itunes.apple.com/au/app/documents-free-mobile-office/id306273816?mt=8

The only reason they are waiting to release it for iPad is most likely so they can keep running that stupid commercial talking about how "office isn't one of those things" the ipad can do.
