Will OS X Lion Server Be A Paid Download?

A chance search of the term "install server" in a recent beta build of OS X Lion revealed the graphic seen above. It reads "If this Mac isn't a server, you can make it one by installing the Server app." The help file goes on to detail how to configure the Mac as a server, which entails simply downloading a Server Essentials package. This has led some to assume that this means that the app will be a paid download.
However, Apple's own dedicated Lion page states outright that Lion Server is actually part of the installed product, and lists the advantages of using the service. So what's going on here?
Server Snow Leopard is currently its own separate package, retailing at $499. It seems rather pricey to charge something similar for a downloadable; could it be instead that the Server software will need to be unlocked by an App Store download? And if so, will there be a fee involved? We'll know more come Monday at the WWDC, but we'd love to read your comments!
