When resetting a Mac's PRAM, is a cold start required, or can we just restart the Mac?

Plenty of know-it-all types say it doesn't matter, but Apple's party line is to shut down the Mac, then start it cold and hold down the PRAM-zapping keys (Option-Command-P-R).
