If my puny ass 2L, 3k pound car can do 100mph on a flat surface, doesn't seem like there should be a reason a 650cc 352 pound motorcycle with 200 pounds of Oats in tow can't do it, right?

Yea, air resistance. That Suzuki has all the aerodynamics of a very un-aerodynamic thing. It is small but it is very dirty (lots of drag producing shapes).
It takes a VERY gay motorcycle with extensive wind tunnel testing to get high speeds along with stability and fuel economy.
The required power for high speeds goes up at the third power. It takes 8 times (2 times 2 times 2) the power to go twice as fast. For example: 50 mph takes 20 hp on a particular bike then 100 mph will take 160 hp. A good low drag design will reduce the power needs and require less fuel.

Forget about air resistance for the moment. Power. Weight. Gearing. It's a 650cc motorcycle, but does it even make 35 hp at the wheel? It's wet weight is likely well over 400lbs, so call it 550-600 lbs with a rider. Then, is the gearing sufficient to allow such a run. My guess is it isn't. Googling "Savage top speed" shows various reviews saying anything from a low of 81 mph top speed to a high of 95 mph.
My bike is also a 650cc Suzuki motorcycle, with a dry weight of around 363 pounds, and with 200 pounds of freecat in tow it does 110 mph easily, probably 120, but probably not the 125 mph that some skinny guy pulled off for a Cycle World test run. The difference between one relatively light 650 and the other, though, is about 30-35 hp and a higher top gear.

Weight has very little to do with top speed (acceleration, yes, but top speed, no). Low drag, high power and correct gearing are key to overcoming air resistance or drag. Your 650 makes more power so it can pull gearing that allows a higher top speed. And your bike has a fairing? Air resistance becomes more important the higher the speed. That is why you tuck in and get small to achieve the best top speeds.

I have noticed that most really fast things have bodywork that reduces drag. For example: airplanes, bullet trains, lamborghinis.
