Thanks Nag.  Heh, I wasn't aware a level 40 could obtain any new quests in Westfall.

Thunderbrew's Boot Flask is obtained from Grimbooze Thunderbrew in the Dagger Hills area of Westfall.  The Sweet Amber series of quests require level 40.

I searched around Allakhazam and found a trinkets page.  Other low level trinkets include -
Arena Master available at level 35 as part of an STV Arena quest.  Meh, the comments on that page suggest this is tougher than it appears.
Cold Basilisk's Eye with about a 1% drop rate from the Cold Eye Basilisks in STV and available at level 35.  However those basilisks are 34-40, so this probably wouldn't drop before one reached level 38.
Defiler's Talisman available from Arathi Basin PvP at level 28.  This seems to be Horde only however.
Golden Hare Figurine is available at level 35.  It is a crafted item from the new jewel crafting profession.
Mechanical Dragonling is a crafted item from engineering and available at level 30.  Getting the schematic for this is a bit tricky.  Gnaz Blunderflame is in a hard to get spot in STV.  I'll have one of my higher level toons grab that for my low level engineer.
Rune of Duty and Rune of Purfection are available at level 20 once one gets to 'friendly' with Silverwing Emissaries.  Dang, my low toons have to do some PvP in Warsong Gulch.
Talisman of Arathor is available for purchase at level 28 from the League of Arathor once one reaches 'friendly' doing PvP in Arathi Basin.

Hmmm, I forsee significant PvP action with my low level toons in the next couple weeks.
