Log in screen
Years ago (maybe three) I had an application that added a custom message to the login window. Joking around I put "Use of this system constitutes consent to monitoring". That message is still there today, but I have no idea how I did it and would like to change it to something else.
Does anyone know what application I was probably using or an application that can do it?

Maybe? See: Adding Text to the Login Screen.

Re: Log in screen
That'll do! I had an app for it, but doing it manually achieves the same thing.

Re: Log in screen
Fortune was a UniX application that would put a different bit of text on the LogIn screen on each boot. I think it was a Panther compatible thing. I used it for a while. Most of the quotes or text was well chosen, funny and thought provoking.
Yep, google "fortune for os x" for the full story.
