time machine question

Is there a way to open a file such as a video that is stored on an external with time machine with out having to restore it to my internal?

Open your time machine volume and navigate to the file in question

Another question: Can the external disk be partitioned to allow Time Machine to use part of it and keep the other part free for extra storage?

It's my understanding that you can do this, yes.

I have it running on a partitioned hd in one of my internal bays with no problems.
