Actually, the OP was about a dress,
And I thought I might offer the guys who suggested that they hate suits an idea: Tossing a sports coat on with what you are probably wearing anyway makes you look more dressed up. (unless you're wearing bib overalls)
and it doesn't hurt one bit

Style wise maybe not the most appropriate, but my wife has found some really nice dresses here:

As far as the suit thing goes... I hate shopping for suits. I have a hard time finding anything off the rack that fits all that well.

You might like overstock.com. I think the shipping rates aren't too bad, I don't know how soon you need the dress. The only other thing I can suggest is to go to an outlet mall. There are always good deals to be had.
If you live near a Burlington Coat Factory you could try there, I've seen formal wear there. Or a Nordstrom Rack outlet. Happy hunting.
