12" iBook G3/500 questions
1) can it handle tiger?
2) is it possible to install a bigger harddrive?
3) is it possible to install a combo drive or superdrive?
4) why am i not able to boot into single user mode?
5) why am i not able to boot from a cd?

I have two iBook G3/700 with maxed RAM (678 MB). They work well with Tiger. Though video from the web stutters some. But email, chatting, browsing are fine.
Still a much better idea is to get the newest Mac computer you can afford. I would not waste any money on upgrades to a G3/500. Every generation newer is significantly better.
