What is better and easier to work with for sending email forms: PHP or CGI? Or is there another?

I am not a web developer, but I need to find a script that I can customize easily for customers without having full knowledge of the script language. I cannot troubleshoot the code if there are any problems with the form not working, so it has to be very basic with clear-cut instructions on how to customize it. I've searched the internet for easy pre-written code, but I just don't know exactly what I'm looking for.

I do not need help building the forms, just the code that sends them through email. I need a code that I can use over and over with different forms.

Can anyone help?
