are operating systems, system specific?

i read on macrumours that leo is faster on intels and tiger is slower on em.

now i dunno if this is true but i have a triple boot on my pb.  panther tiger and leopard.  tiger seems to be the fastest.

The reason for that statement and your experience is such the Intel version of Tiger is designed to run on Intel processors but it not especially optimized for it. Leopard is a Universal Binary but it's Intel calls are far more efficient than Tiger's even with the PPC specific code it has to sort through. PPC doesn't benefit nearly as much from Leopards optimizations however and as a result takes a more noticeable speed hit when it has to sort through the Intel specific code.

mmm that answers 10.4 and 10.5

but panther seems a lot more sluggish than tiger in my pb.

seems longer to boot longer to launch apps.  i was hoping my pb would scream.

that generally happens with wintel machines.
the osx's are from fresh erase installs and partitions.

There were optimizations in 10.4 over 10.3 (which had optimizations over 10.2 which had optimizations over 10.1). If course the Tiger optimization needed at least a minimal hardware threshold to kick in.  (A G3 400 with 512 MB of ram and a 8 MB Rage 128 didn't see much benefit.)
