Ah digi-j's avatar. I not sure it actually crosses the inappropriate line, but I agree it is something I'd rather not look at. I'll poll the other mods on it.
I honestly don't think it's anything he should be forced to change. It isn't something I like to look at, but it's not explicit or anything. 
The storm starts when the drops start dropping. When the drops stop dropping, the storm starts stopping.

If you use OmniWeb as your browser, from what I've read, the answer is yes. If you use a FireWall, the answer is yes. But the feature is not built into the Forums.

I explained how to do it back on page 1. Unless you're using IE, then you're on your own.
