Photoshop CS 3 doesn't release memory OR CPU cycles...
I dunno if anyone else has noticed this, and I've noticed it more in CS 3 than CS or CS 2, but after closing all my working documents, as well as purging cached data (under Edit>Purge>All) Photoshop CS 3 is still using 33% of my CPU cycles, as well as a whopping 847mb of RAM.
I already know about RAM settings in the preferences, and this is exclusive from that...
Photoshop doesn't use as much RAM as I allow it under its preferences unless it actually needs it- the issue is it doesn't release what memory it has been using after I close all open documents and tell it to purge. The fact that it keeps the CPU cycles tied up is odd, too.
The only way I've found to resolve the issue is to close then reopen the program. Is this an isolated issue, isolated to me, or has anyone else noticed? Maybe I should reinstall?

Have you updated to the latest patch?
The last couple versions of Adobe's products have been pretty damn leaky, imho. *scowl*
