Using Safari
Is there a way to make Safari act like Internet Explorer? I'm designing a website, and I'd like to check it out from the perspective of PC users...

No. You have to get a computer running Windows, and whatever version of Internet Explorer you'd like to test. If you have an Intel Mac, you can do this via virtualization (Parallels or Fusion) or use Boot Camp. If you have a PPC Mac, you'll need to get an Intel Mac, cheap PC, or something like http://browsershots.org/

i have Virtual PC with an XP install. i use Tredosoft's software solution (called ... ?) for running multiple versions of IE. its a touch slow but it does the job. and i didn't have to buy additional hardware.

Just to clarify, b_dubb is talking about his PowerPC Mac. For an Intel Mac, use Parallels or VMware Fusion as Booksley said. Unlike Virtual PC, those should not be "a touch slow" because they do not need to emulate an entirely different processor architecture.

Based on the findings of the report, my conclusion was that this idea was not a practical deterrent for reasons which at this moment must be all too obvious.

well there's the Agent mode in the Developer menu ... but it won't affect display. of 'defect' it as it would be in this case.
