God, I had to try multiple queries to figure out the name of that damn movie. At first I thought it was Jude Law with her, but that turned up sites about them dating. Other queries turned up the scene in video form and GIF form, but not the movie name.
Finally found it. A Love Song For Bobby Long is the title of the movie.
And I accept your nomination.

It's a derogatory description of a women ( I guess it could be a man too) typically between the age of 18 to 25, who dress up in the skimpiest clothing and go bar hopping every night (in said clothing) with the sole purpose of getting screwed by a different guy each night. They are very prevalent in college towns.

Reminds me of the day I was at Shopko and saw a shirt on a good looking chick that said "I heart Geeks" - only to be severely disappointed when I looked up and saw she couldn't be more than 14.
