I really was figuring that his trip to Argentina was going to be related to sex-tourism. Why else would he mislead his family and staff about his trip.

He used a state police vehicle to transport himself to the airport for his little tryst and lied to his staff and family about where he was. That is, in my opinion, a serious breach of public trust and a dereliction of duty.
Lucky for him the legislature is solidly Republican.
