Probably to get a rise out of people.Actually, fags, in refrence to cigarettes is a predominantly British English slang, and was prevelant in the U.S. in the 40's and 50's, lasting up through the 60's.

It's just that it IS uncommon these days, and this guy did it for effect.
Asking strangers in bars, restaurants "Do you have a faaaag?" with a purposeful 'lilt' to his voice.
All I wanted was a Pepsi, just one Pepsi, and she wouldn't give it to me.
