Don't know why an underground culture would need Hammer tech, but one can rationalize a lot, with a modicum of talent. I doubt they knew how to orbit satellites and target orbital weapons in any case. Humanity cobbled that up, and putting sats in orbit at all, in a hurry. Whatever.
