Psystar makes bold announcement in the face of numerous legal battles with Apple:
In an effort to spread the Snow Leopard experience to an ever-expanding number of people, the licensing initiative will allow manufacturers to have their hardware Psystar Certified and have their computers pre loaded with our unique technology including the Darwin Universal Boot Loader (DUBL). Qualifying products must fall in Desktop, Server or Mobile categories. Once a product is certified, consumers can purchase it off the shelf or through standard channels and when labeled Psystar Certified would allow the installation of Snow Leopard simply by inserting the retail OS X DVD.

This seems to be different from what's presently in litigation. In court, Psystar is arguing that it has the right to pre-install the Mac OS on its hardware, whereas with the bootloader approach, the installation is up to the user. In technical terms, DUBL is like Chameleon (perhaps a bit more fleshed out) with an associated list of certified hardware --Chameleon, meanwhile, is generally accepted as legal, and is in full compliance with the ASPL.

Psystar is still encouraging it's customers to violate the Apple EULA (by installing the product on a non-Apple machine). If this sort of thing continues, Apple will wind up creating a licensing system requiring the installing user to enter a code for both the software and the serial number of the system it is being installed on. I doubt that Apple wants to go that route, as its customers have enjoyed the hassle-free honor system.
OTOH, I think Apple also recognizes that stricter limitations only lead to more innovative hacks on those limitations.
There's what you love to do, and then there's what you get paid to do. Those two things are often different.

I think in doing this Psystar just shot themselves in the foot. Apple can and would open a second DCMA case potentially ensuring Psystar ceases to exist.
