Looks like plain ol' Helvetica Condensed to me.

Based on the findings of the report, my conclusion was that this idea was not a practical deterrent for reasons which at this moment must be all too obvious.

Yep. It's Helvetica 47 Light Condensed.

Yeh,
Ha, ha - wasn't sure if you meant the logo down in the lower left. 
I think it looks like Bulldog Regular personally. But either one would work.
