iMac G5 down

My daughter has a imac (tiger10.4.11)
She did something (i dont know exactly what) that she erased all the application file - there is not a system preference either!
(pretty bad hum?)
I tried to try to erase de HD and install the iMsc G5 disk but nothing happened. Even the start up version holding the C key or the apple hardware test (holding the "option") when i double clicked the disk does not initialize...
I also tried to reinstall the mac os X Tiger but does not work. When I double click on the install CD nothing happens

She really screwed it up!
I am pretty basic on computer but I can try to do something if you guide me through...

The "C" key should boot from the CD / DVD drive.   The option key should (slowly) search for any bootable hard disk or DVD or CD.   So, you've probably done the right things so far.   

If you have a 2nd Mac, we can try a method called Target Disk Mode.    "TDM"  allows us to copy stuff from the iMac G5. 

How close are you to a repair shop that is certified to repair Macs ?
