If all you need is to know what's new - you need nothing more than the manual that ships with Photoshop.
Section 3 of the Introduction will point you to areas of the manual to go over just the new stuff.

Re: Photoshop 7 book recommendations
I like Adobe's 'Classroom in a Book' series for ease of use and general learning.
If I am looking for a way to create a desired effect, I do a search for a web site that has PShop tutorials; like PS6.com, planetphotoshop, and about.com (has good links). Even Adobe has a few tutorials.
Even if a person thinks they know all the tricks, a little looking around will show an apt pupil techniques they never though of.

Photoshop 7 comes with another CD which has videos explaining exactly what the new tools are and how to use them. if you didn't get this CD, get your reciept, box and serial number and call adobe.
