Assuming your powerbook can't boot off OS 9 under any circumstances, the wayou would probably install it is using the software restore disc. I would imagine classic comes on that, but I can't say for sure as my G4 is decidedly 2000-riffic and came with only OS 9.
Check out using software restore just for the classic packages. It may well be easy to do without even restarting.

I installed Panther tonight, and it went extremely smooth. I did an archive and install, and indeed, all of my applications work perfectly fine, including all of the 3rd pary apps that I have installed on this machine. Panther is pretty cool. Here is a breakdown of the steps I took:
1. Removed phiTunesnotifer (itunes add-on program).
2. Removed the weatherpop program (I did not want any system mods on for this install)
3. Booted from Jaguar CD and repaired permissions and disc repair.
4. Used carbon copy cloner to make disc image of OS to another HD.
5. Turned off all of my start-up items.
6. Turned off the firewall.
7. Unplugged all peripherals (camcorder, scanner, printer)
8. Did an archive & install. Took about 60 mintes I think.
9. After install, booted from panther CD and repaired permissions.
10. Turned the firewall back on, plugged peripherals in and tested.
Only 2 minor glitches. My Marine Aquarium screen saver keeps asking for my registration code and reject the one I was given when I bought it. I downloaded the upgrade to 2.06 before I installed Panther, and now it will not work. I email them to ask them what to do. The 2nd problem was that my HP 5500c scanner would not work. The program said "unable to connect to scanner" each time I tried to use it. I sweated bullets for 30 minutes while I re-downloaded HPs 187 MB driver so I could resinstall the latest drive. I installed it, and the scanner worked fine. Wheeeewwhhh. The Panther install must have killed the scanner driver for some reason. Than goodness and driver re-install fized it. Marine Aquarium is the only items I have had problems with so far. Here is a summary of all of the items that I have tested that work fine with Panther:
HP 5500C scanner
Dazzle Hollywood DV bridge
Sherlock
Safari (bookmarks in just fine)
Mail (all old email in just fine)
iCal (calander came right in)
Address book (all contacts in just fine)
iTunes (all songs and playlist A-OK)
iPhoto (all photos and albums A-OK)
iMovie (works and imports fine from Dazzle bridge)
iDVD
Photoshop elements 2.0
Excel
Word
Power point
Aquamon system monitor
Konfabulator
iPhoto library manager
Sticky-brain
I am very, very happy with how smooth the install went, and would recommend to anyone with a basic set-up like mine (camcorder/bridge, scanner, printer, various software and only minor tweaks) that you take the plunge and upgrade. It really was not that bad of an install, and the new features are pretty cool.

I'm glad it worked out for you. For what it's worth, here's my complete setup arrangement for the record of "what works with panther?"

DivX 5.0.7
SNES 9x custom 1.41-1 (earlier SNES 9x (anything) builds do NOT work at all)
and I think that's it
Good lord I'm a pathetic use of extra software. I guess the mac really just does all the stuff I need it to.
Just remember that early beta installs of X11 are not in fact deleted and you need to look inside the utilities folder.

And thanks for coming back to tell us how it went.
I was gonna say that I hoped I'd run into you in Ypsi or Ann Arbor, but we wouldn't know each other any place but this forum. So I hope I see you around here again. (Of course without the problems that usually bring people here.)
If you don't have time to do it right the first time, when are you going to have time to do it over?
