web design fer beginners
I am wondering if anyone knows of a freeware or shareware program that I can use to design and post a website. The only stipulation is that it must be 9.2 compatible as I have not yet made the jump to the new millenium (system 10).

You could use MS Word, but that'll make smurfy pages.
Try http://www.webmonkey.com/ for info on how to make one from scratch.

I reccomend HTML for the World Wide Web to just about anyone learning to make a web site. It's easy (really!), and gives you so much more control than any program that generates HTML.
If you insist on a graphical editor, I've heard good things about Nvu.

Another good one by Elizabeth Castro is Creating a Web Page with HTML : Visual QuickProject Guide (Visual Quickproject Series) And Composer comes free with Mozilla.

Everything good that I learned I got from www.webmonkey.com (as shapoopy mentioned above). They have great tutorials on beginning HTML, CSS, and the JavaScript tutorial is particularly helpful.
