Re: OS 10.3.8. Anybody NOT having problems?
I went clean install 10.3.7 to software update 10.3.8 on my 900 G3 iBook and it simply KILLED my startup time. My screen saver would be running by the time the finder loaded, don't ask me how. Revert back to 10.3.5 and it's as fast as it can be, starts up in about 30 seconds or less. I will not update this computer again.

Re: OS 10.3.8. Anybody NOT having problems?
four Macs updated fine here:
G3 iMac 333 mhz
G4 iBook 800 mhz
G4 PowerBook 1.5 ghz
G5 Dual 2 ghz
The dual's where I make my money, so I not only Repaired Permissions (as I did on all my Macs) and then booted Diskwarrior 3, booted Norton Disk Dr. 8, repaired very minor stuff, and ran the update via Software Update. No probs.

Dude, that sucks! My 900 G3 iBook runs 10.3.8 sweet - no difference in startup time from 10.3.7 or .6 or .5 ... I always download the full Combo package and always repair permissions before installing.
Touch wood I have never had a problem, mind you I'm one of those irritating types - been using Windows for over 10 years and never had a single virus, and never been hacked.
Anyway, to get back to the point... there's nothing *technically* to stop you upgrading your iBook to 10.3.8. After all it's just a refinement, nothing too major. If you're noticing a significant performance degradation after upgrading, that suggests (to me) there is something seriously amiss with your machine. If I were you, I'd back everything up, wipe my HDD and reinstall OS X.
Just an idea

Seconded, and definitely download the 10.3.8 combo update.
If you use Software Update to update and you have issues, you should go and download the combo update before giving up.

Re: OS 10.3.8. Anybody NOT having problems?
So far, so good. I have not had any real problems. I recently upgraded to 1 GB of memory and the system even boots up faster (at least it seems like it)
G4 17" Apple Powerbook 1 Ghz
1 GB Ram with 80 GB HD
Mac OS X 10.5.1 "Leopard" (PPC based, not Intel)

No problems here. 10-4 (I mean 10.3.8) over and out.
