I'm with Ryan on this one. Without the benefit of the context, I'm inclined to believe that Eric was fishing for applause for some reason.
That said, I can see a single way to rationalize his comments. If I was a developer making an engine rather than a game *cough cough doom three cough cough*, I might be willing to turn a blind eye to piracy in order to spread the game around and hope to make cash off licensing the engine (ie: money from developers, rather than players), rather than sales of the actual game.
Other than that, he's either lying, short-sighted or, as Ryan pointed out, too rich to care about actually earning a living. Without the benefit of knowing Eric Zimmerman and his portfolio, I'm inclined to believe the first option.

Eric seems to have a few small time PC games under his belt, one of which is apparently described as an "underground hit." Other than that, he bills himself as a game designer, game appreciator, and academic, and spends most of his time talking. He supposedly founded, and works at a company called gameLab, but I wasn't able to find a single game developed or published by them.
So, it seems as though he specializes in talking, writing articles, and doing speeches. I can see why he advocates piracy; he doesn't rely on his games being sold in order to make a living, especially since, for all intents and purposes, it doesn't look like he even actually makes any games.

Yes games are art, so if you look at the average cost of art and the average cost of games, we are getting away with quite a deal.
