They still are going to have to explain this in better terms than they have. The explaination they have given will only lead to suspicion and rumors of wrong-doing.

I am not a corrections officer, but is it common to keep people cuffed while they're in a holding cell ?
Seriously, how dumb are these guys if they think "oh, we'll just tell them she accidentally garroted herself with cuffs" was going to work ?

Plausible, but given the douchenozzle in charge of "justice" in that area - it's just as plausible (or more so) that the police were a bit more involved.
I still believe in liberalism today as much as I ever did, but, oh, there was a happy time when I believed in liberals.

Hey, I hate that media whore Sherriff Joe as much as anyone, but Robert B. is absolutely correct in that this incident had nothing to do with him or the Sherriffs Dept at all.

I was just following this in another thread and it was pointed out there that the issue of responsibility is that the woman should never have been left unsupervised in that holding cell. Apparently she was on her way to alcohol detox treatment and that's likely why she got out of hand.

Why should that matter? No matter what the "reason" might be is irrelevant. If they (the family) are going to throw that out there.... then it leaves them open to question as to why they didn't make sure she was escorted to the facility in Tucson to ensure her safety along the way.
They just need to stick to the fact that a person under severe emotional distress was left unattended for up to 15 minutes.
