Only servicemen? Congress has taken care of that, but don't the families of every deceased person have this right?

Free speech does not IMHO give them the right to interfere with the funeral where the friends and family of the deceased are saying goodbye.

Look, I'm not saying that I approve of this sort of behavior. I find it reprehensible. But, can it really be legally stopped if we also believe in free speech?

From a practical standpoint, the first is far more likely.
Part of crossing the border anymore is a criminal background check. These guys tend to get themselves in trouble so chances are they all have a least one misdemeanor conviction and many probably have felonies under their belt. That just seems far more likely then the Canadian government having a list of unique information (that is information that wouldn't stop people with the same name) on these people or border agents happening to recognize them or something.

I don't think the constitution or any amendment specifically guarantee it, but they don't need to - you can have free speech without needing to be an ass at someones funeral. No one is stopping them from saying what they want to say - it's when the location of where they want to say it is provocative and hateful to those mourning their dead that it is a problem.
