Yes and no. While there is a rock paper/scissors/paper thing going on with the various branches of government and none of the branches are actually under each other, the President is considered the figurehead. Also consider Chief Justice is merely leader of a group that can check and/or balance the President and/or Congress. He has no power to do so alone while the President is the sole member of the executive branch legally capable of exercising that branch's power and his branch is the only one capable of effecting policy at a moment's notice

I can't think of any reason why Bill Clinton would turn this down if offered. Considering that Senators can stay in office into their eighties and nineties, he could dig himself into the Senate like a tick, becoming a major influence in the country.
