databasing images

Hi, I do archival research and am looking for a program that will do several simple things at once.  I need a program that will allow me to group jpegs quickly and to mark them up.  (Think like acrobat pro - underlining, adding notes etc...).  But I also need a program that will allow me to index and search any notes I make about the document (think any database program).

I think the most sensible way to do this would be with html but I don't know of a program that will do this efficiently.  I literally work with 10,000+ images on any given project, so I need to be able to group the images together, make notes, and search them with minimal computing / clicking time.  For instance, crunching each document into a separate pdf would take an inordinate amount of time because I can't do it as a batch.  Ideally, I'd like to be able to search for a keyword, have a datebase pop up the hits, and then view the page with my markups.

Bottom line, I'm trying to find a program that will let me both database and make simple modifications to images.  They're pretty simple functions, but I'm not sure they've ever been put together before in a single program.  Does one exist?

Re: databasing images

I tried iphoto - haven't tried the other one.  After weeks of searching however I found a program that does it - Bibdesk... its free and very well designed / capable in case anyone out there is looking for a similar program.
