Tallgeese, that's a darned nice looking Regal, and you shouldn't hesitate to treat it right and put a decent engine in it. Don't think it's worthy enough? Look at Hemmings Classic Car and Hemmings Muscle Machines magazines.
The former routinely lavishes attention on much lesser cars than your Buick (they recently spotlighted a one-owner, low mileage Ford Pinto Country Squire wagon, for cryin' out loud), and both magazines have certainly begun to pay attention to, and acknowledge the collectible status and historical importance of, vehicles such as yours.
Are those actual wire wheels or just wheel-covers? Regardless, I'd lose 'em in favor of something more muscle-oriented.
The blue color is pretty unique. Did it come from the factory like that? Also, that chrome trim along the lower portion of the body is something you don't see too often. Was that a factory option?
Anyway, it's a nice lookin' car. Everybody who's got a Regal seems to either have it set up as a fake Grand National or they ruin it with the high-riser treatment, perhaps in the hope that they'll be featured in Donk, Box and Bubble magazine. It's refreshing that yours does not fit either mold.

The blue color is a cheap pay-and-spray I got because the previous owner had it repainted presumably by monkeys with housepaint. There were drip lines and brush streaks. I didn't have the money to get it done right or the space to do it myself so it's Maaco Blue. The car is what they call a "20 footer". It looks best from 20 feet away. When you get close you see the orange-peel finish.
When I get the thing out of the state and have a garage of my own, I'm sanding the whole thing down to bare metal and repainting. The chrome rockers is standard for the higher trim level.
I'm keeping the wheel covers, same with the vinyl roof, chrome trim, etc. I'm going for the "looks like grandma's car, runs like a bat out of hell" effect.
I still believe in liberalism today as much as I ever did, but, oh, there was a happy time when I believed in liberals.
