Messed up permissions in 10.5.8
The IT guy re-imaged my machine using ASR and then copied my HOME folder back. Somehow the permissions are all screwed up. For example-
Deleting a pref file from ~/Library/Preferences requires Admin authentication.
Our company is using Active Directory which may be involved. The screwy thing is the owner is correct, and the permissions are rw or rwx on all the pref files.
Ideas?

Have you tried repairing permissions from Disk Utility?

Definitely ran DU to repair perms.
My library folder is
drwx------@ username staff Library
I'm going to have to look up the significance of the "@" since that's the only difference.

I don't know what the @ symbol means, either. If you find out, let me know.
Only other thing I can think of is emptying your preferences folders and deleting caches. Otherwise, it's probably easier to do a clean install yourself, if you're allowed to (I don't know if this is your machine, or the company's).
