Presumably, the child reports it to an adult.

I don't think there are any children currently reading Dick Tracy. Even grown adults don't have the patience for it.
Regarding star-bellied sneaches: I know the term only as a reference to the Dead Kennedys' song, Holiday in Cambodia. Does the term exist outside of that song and therefore have something to do with The Langoliers?
