I would venture to guess that it didn't work too well.  Either that or not very many people used it.  Yah, it sounds cool n' all, but you really need it?  Until voice commands and dictation software is more reliable enough that you can do most things without a keyboard and/or mouse, I don't really see much of a point...

Is there some third party app or hack to put it in OSX?

I thought it was the coolest thing.... for a few days. 
Methinks Apple put the multiple users "option" into MacOS 9 to get people ready for a real multi-user OS like OS X.  Voice passwords was great, in theory, but I don't know how well it really worked.

As for OS X, I think it should still be included.  Voice passwords aren't really secure and I thought, at first, that they weren't included in X for that reason.  Now, seeing how some of the computers at work (OS X) don't even use passwords and not having a password is even an option, I don't feel it's a security risk.

Answer:  I just don't know what happened to them.  Maybe becuase not all Macs ship with mics anymore?  Who knows? but Se

I'm fairly certain Multiple Users under OS 9 was undermined by disabling extensions or booting the computer off another CD.  It's sort of how you can completely thrash an OS X installation when booted in OS 9.
