OK. Got it figured out. In Unreal Tournament 2003.app in the System folder there is an executable called ucc-bin. This is the ucc compression/decompression program for UT. The easiest way to use it is
1. Open a Terminal window
2. Show Package Contents on Unreal Tournament 2003.app
3. Open the System folder in UT2K3.app and find ucc-bin
4. Drag ucc-bin to the Terminal window which gives you the path to the command
5. In the Terminal window right after the "ucc-bin " type "decompress "
6. Drag the .uz2 file you want to decompress to the Terminal window and hit return
7. The decompressed file will be placed in your ~/Library/Application Support/Unreal Tournament 2003/System folder. Since I had the .uz2 file on my Desktop a Users/<my user name>/Desktop/<uncompressed file> was created in the System folder.

There you go.
