I think you mistake your role. Your role is to keep reasonable order, not impose your views about the usefulness of a discussion on forum posters. I don't agree with the locking of topics on the whims of mods, when they feel "the discussion has run its course". That's arrogant and insulting to the people who spent time in the discussion.

Reading for comprehension. Try it sometime, you might like it.
I was very explicit in saying that I hate those topics but don't lock them on a whim. Sometimes they go off the rules and get themselves locked, but they often get very long before they peter out and die on their own.

I'm not being fair to you when I dismiss you like that, XYZ. I threw out the glib "I'm sorry you feel that way" comment as a way of dismissing you, so repeating it here with any kind of real intent would have little meaning... but nonetheless, please excuse me. You're right, that was an arrogant reply, and you didn't deserve it that time (you did deserve the "read for comprehension" one for ignoring the majority of what I said). I'll try to give you a real answer.
I disagree with just about every word of your complaint. I use my best judgement to moderate as moderately as possible, and I often pass up topics I think are borderline, giving them the benefit of the doubt. Beyond letting you know that, there's really nothing I can do; I'm not changing the way I moderate because it upsets you. For that, I'm not sorry, you're just going to have to deal with it.
As I've said it several times, I'm locking more where before I might have pruned because I've lost several of the tools I used to use when we switched to punBB. When we get them back, I'll go back to pruning when and where it's appropriate. Where that will be is still my call, though - you can disagree, but I won't guarantee that it will produce any results.

I don't see what Oatie can do to reduce the troll population, especially since trolls are only half the problem -- the other half is the people who feed and care for them.

If you can come up with a realistic, viable alternative, then PLEASE tell me what it is. PLEASE.
One of the things on the table (for the FAR future, if at all; GUI would have to write it himself and basic board functionality comes first) is a mod that would disallow one poster to continue posting in a given thread.
Everyone sees the "quote" button and the "report" buttons in every post. Next to them, mods also see "Edit" and "Delete." This mod would add another button that, when pressed, disallows continued posting in that thread and only in that thread.
I can see that mod being UNBELIEVABLY useful here in MiniThink. Elsewhere.... well, that's why it's at the bottom of the to do list, might get rubbed off.
If you've got other suggestions, though... by all means, what are they?

Lets see, I've offered up disemvoweling, though I don't think that would work for the majority of trolls here, as they keep their posts short. One option might be to increase the time between posts for those posters deemed trolls. It would limit their ability to constantly derail threads, and serve as a good motivating reason to limit their own trollishness. I would also think it wouldn't be that hard to implement.
I'll let you know if I think of other stuff.

Features like that seem useless with critical features such as PMs, polls, links opening in new windows and others missing.

Anything that doesn't involve major mods to the board or hella work on the part of the mod in question would be helpful. But it usually comes down to the fact that there are nearly no other viable options. Banning, warning, locking the topic, or (when it's restored) splitting out a bunch of posts are pretty much the arsenal we've got to work with.
(If anyone would feel like writing that mod, it might help a lot towards getting it implimented. I'm absolutely useless for writing BB mods.)

A quick look at the punbb site shows that implementing the delayed posting idea should actually be fairly easy. There is a variable for each group of posters that determines when they can post again. It should be very easy to create multiple groups with the only difference being that each group is has a different and longer time between posts. Then just a page or something to allow mods to move a user across groups.
