Well, crap.  I didn't see that before I posted the rule in here, that wasn't supposed to be an answer to the question.  It was implimented because someone did plagiarize a post (which I suggest is what prompted the question I didn't answer).

To answer, yes - it has been put on the shelf for the time being.

In addition to not being free thought, it is also controlled thought... any deviance from this is deemed "trolling" by some non-understood and vague standard, to be detailed later... perhaps.
