Need information on parking line code
My neighborhood has atrocious parking. There are a couple houses that have been divided into apartments and each apartment has two cars, so there's 50 cars but only enough room for 40 tops. (And that's assuming people know how to parallel park.)
I have an idea that would increase the space for cars and make plowing and street cleaning easier, but I need some information about the rules regarding how lines should be painted on the street.
My idea is this: Instead of having parallel parking on both sides of the street, have diagonal parking along one side of the street and leave the other side open. That way, the street cleaner only has to do one side, and the plow can clear the street more effectively because it won't have to deal with the peak in the middle of it. Also, this would make unloading a car much easier because the rear of the car would be facing the open street, instead of another car.
The car of the future is a train with a bike waiting at the other end.

I don't think that's what he meant.
He think he wants to present an idea, and needs information addressing whether or not his idea is supported or even allowed by the city code.
The best place to start is probably city hall.
All posts on the internet are postfixed by an invisible "IMHO". It's not in the html code, either.

I suppose you could go through city hall. You may also want to distribute flyers (stuck under the windshield wipers of the cars, maybe?) to all your neighbours so they know what's up. The city usually listens to whole neighbourhoods who support an idea.
Or, you could just buy a few buckets of paint, mark the parking spots as you see fit, and see if anyone complains...

Come up with a presentation or your idea for the city council. City council meetings typically reserve a block of time to hear from citizens. You can either contact the city clerk to put your presentation on the agenda for the evening, or present your idea when the city council opens up it meeting to hear remarks from the public. The city clerk can tell which would be more prudent, once you have an idea of how long your presentation will last.
