I don't know where this information that the window with the warning is fixed and can't be closed. Its basically a system tray popup.

You can uncheck the component during windows update and not download it, you can also disable it using a few different methods.

Annoying yes, but there are only two kinds of pirates out there, the ones who knowlingly pirated the software and will go to lengths to remove this *check* and the ones who unknowingly bought a bootleg copy from a shady dealer.

This wont just annoy pirates. You can run XP without activation for 30 days and a decent amount of people take advantage of that to do temporary installs to test hardware and hardware configurations.
Remember you only get a limited amount of reactivations before your copy of XP dies so you don’t want to activate until you are sure your hardware is good to go.
As has been said already, just another annoyance that will bug legit users while real pirates just krack and get on with life.
