Steve Jobs is a moron
So he's opening Philadelphia's 2nd Apple store NOT in Center City, which is currently undergoing a massive revitalization, but in Ardmore (Main Line). Uh... *hello*, that's only down the road from the Apple store at King of Prussia mall.
Whatever. Idiots.
5th largest city in the US and no Apple store presence downtown.

The fact that there isn't one there may not be his fault. Space availability, permits, cost. Could be a number of reasons why there isn't one where you want it.

There's a good chance next month I'm going to be not too far from Pittsburgh (not in Pittsburgh - some small town about 50 miles or so, I'll have to check)

Pittsburgh may be in the same state as philly, but not anywhere near it. I can vouch for that. (I go to school in pittsburgh, and live in jersey)

The Dallas store almost always has people in it. Weekends it's very crowded.

The store in Minneapolis is always empty. I don't know how they sell ProCare, as I have never seen more than a 5 minute wait.
They're adding more stores to the area.

There is never anyone in there. Except for a few cousins who happen to work there. The worst part is walking from the station to the front door. It gives a chance for a smoke break though.

I'm sure that Apple has lots of people whose job it is to decide where and when a retail store will be profitable. It's either a permit or location issue or a store where you want it isn't worthwhile. I'm sure Steve Jobs could care less where the stores go. Not his job. Say what you will, but I've always had just the eensiest crush on the guy.

I'm sure you would change your mind (like I did) with some stories that I heard. And advice that I was given while at Apple.
He does have a say in where stores go though. There are not many cities that have stores in the actual city - Minneapolis is a good example. The MoA is really in Bloomington, which is no where near the Downtown area of Minneapolis.

Well, I'm certain that he has a say in it, just like any miniscule detail at Apple. I'm saying there's a good reason why there's not a store there yet and Steve Jobs ain't it.
