What movie is this?
Late 90s I think.
Girl works for some terrorist organization is captured by the US.
I don't recall the details - but somehow, she gets rebuilt with a bunch of computer parts etc and is reprogrammed (literally) as a machine working for the US.
She gets sent back to the terrorist cell she belonged to, programmed to kill them - and if I remember, carries out her mission - but seeing her old friends wakes up her memories of who she is, and she goes berzerk and out of control after the mission, breaking free, can now use her vocal cords to hack over a phone line into government records - where she finds the addresses of the people responsible for butchering her into a machine, and goes to kill them.
Anyone know what the hell I'm talking about?

Yes - screeches into a payphone - it dials, and she hacks the government computer.
Sure - a little far fetched - but certainly not any more far fetched than snakes on a plane!

Sounds like res had a nightmare about Hillary Clinton! 
I searched and found nothing, but the movie kind of sounds like a Universal Soldier sequel to me. They've made a dozen of them it seems, and they're all more stupid and far-fetched (and poorly written) than the one previous.

Well - when I saw it (YEARS ago), it was 3 in the morning on Cable - but anyway, I want to see it again.
It must have been HBO or Showtime because there were a couple brief nudity scenes that weren't all fuzzy. Maybe it was one of their own creations? I know they occasionally do them.
