iWeb Question
I have used iWeb to develop a website that I want to get indexed at Google, but have been unable to discover a way to edit the site's meta tags or any html. When viewing the source, all that displays is frame information. I have also been unable to generate a site map to load.
Is there any way that these things can be worked on, or is that out of the question? I know iWeb isn't the greatest tool, but I am not an HTML expert at all, and I like the templates Apple provides for creating a nice layout.
Any suggestions?

Frames are evil.
When viewing the page in a browser you can view the source for individual frames by control clicking in the content area for the desired frame and selecting View Frame Source from the drop down.
Mileage my vary based on browser used

Can I get an iWeb page out of a frame, or are all iWeb pages just frame based?

i dunno - we have family site that was built in iWeb, and it's just a crazy amount of div's, not frames.
there are several issues at play here, though.
first off, if you have a site that you're seriously concerned with google being able to index, then iWeb shouldn't be your development solution. it simply doesn't allow for that kind of customization. may i suggest RapidWeaver? It still is very user-friendly, but if you need to edit the HTML, you can. iWeb is aimed at users with very personal projects - like my wife who wanted to put up a site just for our family and friends. we don't care about google or SEO with that site, so iWeb is just fine.
the other thing is that i don't think your meta tags seriously affect your standing with google - their search bot focuses on your content more than anything. i'm not saying you don't want to alter your meta tags - other search engines DO rely on them. i'm just saying if google is what you're worried about, then focus on the content.
i know that isn't really an answer to your particular question, i just thought i should bring up some of the larger issues here.
