Not for me under OS X 10.4.10. I cant even get it to cut via the "Edit" > "Cut" menu command.
The Command-c & Command-v combo does work for me every time though, as do their "Edit" > "Copy 'selected item(s)'" and "Edit" > "Paste" menu commands.
As FutureDreamz point put it's a bit safer it works that way though.

Safer how? If you're running a journaled filesystem, which we all are, the cut will either complete, or not complete.
I want Cut/Paste functionality

It'll complete or not even on a non-journaled system too. However what I talking about are things like stuff getting accidently over written in the process. People get distracted or hit the wrong keys. If you cut and have to run off before pasting, It's possible to forget you had something in the clipboard and overwrite it. Journalling doesn't do crap about that. You've simply lost that file in the cut.

Funny I thought altering or patching Microsoft software in that manner was a EULA violation.

I would second the cut and paste feature. It is one thing I really miss about Windows when working on my Mac. Also, I wish OS X did a better job of remember window position, size, and browse point than it does. This is particularly annoying for me when customizing my system. I browse a folder full of icons in the largest icon view, and when I go back to the root folder, I always default to the top of the folder instead of where I last left off. If I am navigating several folders at the bottom, I need to go back and re-scroll to that area. Annoying. Trying to set a specific Finder view for certain folders is also rediculous, because it is overwritten by any change to the default setting made later. It is bad enough that I have created an Automator function specifically to make this easier.
With all its flaws, OS X still beats the tar out of Windows.

I can't stand the way you can resize windows from all the corners and sides on Windows. I absolutely hate it when I go to move a window or grab the scroll bar and wind up resizing my carefully-positioned and perfectly-sized window instead.

Same here, although I use all corners resizing. I also really hate how Windows (XP, at least) will reset my positioned windows to the default size for no apparent reason. It seems that every other day I have to resize and reposition my windows to where I want them to be.

Nah, MS is pretty good with allowing OS tweaks. The only time they might take exception is if you hack a system DLL and then start distributing it. Even then sometimes they don't take action if the change adds usability or a much wanted feature.

I know but it so fun to razz them about the draconian language in their EULAs, especially when it more or less makes it sound like if you fix the OS then you are violating the EULA.

actually, it doesn't work to force quit toast when it loses the firewire disk drive.... the only thing that fixes that it to force restart my computer... or the firewire drive.
