Sure, but there ought to be a baseline for getting the food to you without spilling it over your clothes.

The waiter doesn't have to be super nice or fast to deserve a lousy 15%.

As was mentioned earlier, I would most certainly complain to a manager if I ever felt the service was that bad. 

...but if I was out with someone who offered some of the statements made in this (and other) threads, I would probably never go out with that person again.

I tend to rank things like attentiveness the highest personally.
If I've been forced to resort to drinking the water out of the flower vase because you're nowhere to be found to get a refill on my drink, expect a tip that reflects my displeasure.

To be honest, most upscale places I've gone to have very good service (almost annoying with how underfoot and intrusive they are), I can't imagine not tipping them 20% .


Jesus said to the servants, "Fill the jars with water"; so they filled them to the brim.  Then he told them, "Now draw some out and take it to the master of the banquet."  They did so, and the master of the banquet tasted the water that had been turned into wine. He did not realize where it had come from, though the servants who had drawn the water knew.

Me too, more professional for lack of a better description.
I've had some very good servers even at low end chain type joints too but it's more hit or miss. Maybe they just aren't being taught correctly.

I'm very straight forward when I wait tables....the ingratiating routine annoys me.
