Voice Changer applies sound effects to audio recordings and might be relegated to the novelty category. Surprisingly, it actually has some practical use.
Voice Changer records and saves audio files, which you can then alter with eight built-in effects. Those effects include Helium, Reverse, Sci-Fi, Mouse, Slow Down, Speed Up, Echo, and Evil Demon. The effects aren't exceedingly complex, but they are of high quality and produce nice-sounding results on speech or other types of recordings.
What's great about Voice Changer is that you can save a recording as a separate file with an effect permanently applied, which few other apps do. You can then take that affected file and apply another effect on top. Pretty soon you come up with some bizarre and cool sounds. Voice Changer also lets you transfer recordings to a computer through a Web browser over a Wi-Fi network. So musicians and sound designers have a useful tool for recording sounds wherever they go, adding effects, and saving them to a computer for further use.
